Jeff Carter is a nationally recognized instructor with LLRMI and a retired Deputy Director of the Fayette County Detention Center in Lexington, KY. During his 20-year corrections career, he trained over 700 recruits, led the CERT team, and commanded the Professional Standards Unit, specializing in Internal Affairs and Gang Intelligence. A certified PREA Investigator Instructor, Jeff conducted over 300 investigations, including 100+ PREA cases. A U.S. Marine Corps veteran, he holds a BS in Corrections and Political Science from Eastern Kentucky University and completed leadership training at the National Institute of Corrections. Jeff now trains agencies nationwide and serves as an expert witness in jail litigation.
