The legacy of Jack Mills will live on in the form of two college scholarships approved by the NIRMA Board of Directors.

Mills, who was a driving force in introducing risk management pooling in Nebraska and the creation of NIRMA in 1988, died February 14, 2019, at the age of 81.

Mills served as executive director of the Nebraska Association of County Officials from 1978 through 2000 and executive director of NIRMA until 2000.

At the recommendation of NIRMA Executive Director Craig Nelson, the NIRMA board voted unanimously during its January 24 meeting to create one scholarship at the University of Nebraska-Lincoln (UNL) and the other at the University of Nebraska-Kearney (UNK).

The first scholarship will be known as the Jack Mills Risk Management Scholarship awarded through the UNL College of Business and would be presented to an undergraduate student who has an interest in risk management.

The second scholarship will be awarded through the UNK College of Arts and Sciences, Department of Political Science, as the Jack Mills Scholarship for Public Policy. This would be presented to a student who is pursuing a major or minor in public administration and who is a graduate of a Nebraska high school.

Each of the scholarships will be endowed, meaning they would be awarded on an annual basis, but not necessarily to the same student each year.

The two scholarships honoring Mills will be either the only one or one of very few that are available in these particular areas of study.
